A Bronx woman was arrested and charged in the hit-and-run that left a New York City employee brain dead, authorities announced Wednesday.

According to police, Frances D. Jasmin, 28, was charged with leaving the scene of an accident which resulted in serious injury. Jasmin was spotted walking into a police car around 6 p.m. in Crown Heights, Brooklyn.

Jasmin was arrested Wednesday after she surrendered to police at the 77th Precinct in Brooklyn.

Erinn Phelan, 22, was left severely injured after she pushed her college roommate Alma Guerrero, 23, out of the path of an approaching car driving along Flatbush Avenue in Prospect Heights on Feb 21. Phelan, who worked promoting volunteerism for Mayor Bloomberg's office, suffered brain damage due to the crash.

Bloomberg thanked New York City authorities upon learning of Jasmin's arrest.

"Today the New York City Police Department made an arrest in the hit-and-run case that has left Erinn Phelan clinging to life. Erinn is a fighter and all of us here at City Hall - and from around the City - are pulling and praying for her. I want to thank the Detectives who have been working tirelessly on this case, and I want to thank the New Yorkers who continue to keep Erinn in their thoughts and prayers," he said in a statement.
