    More than 1,600 people who have filed lawsuits against the government claiming they developed health problems resulting from the toxic cloud from the collapsed World Trade Center have until Monday to decide whether to take advantage of an offer from Washington. They must agree to drop their lawsuits and pledge to never sue again in return for a piece of a $2.7 billion victim's compensation fund. If they don't decide by Jan. 2, they lose their opportunity.
