    It's official:  the highest court in the land has considered putting rent control on trial.  On Monday, the justices chose not to do so, but some people close to the situation say the fact that it was considered at all is an indication that at some point the U.S. Supreme Court will weigh the constitutionality of laws that restrict rents from increasing at market rates.
